This is a vintage/antique portable "Handy Hot Wringer" clothes wringer - VERY RETRO. It was made by Chicago Electric Mfg. Co., Chicago, ILL.. It clamps onto a wash tub or basin. This is a vintage product from the 1970s , I THINK. Not sure about that. It is a coffee or spice grinder. Most likely to grind spices, judging from its size.
