Brass Ashtray-- Children Lighting a Pipe-Vintage

This brass ashtray is a puzzle to us. We do not know how old it is or where it was made. It IS really intriguing. It has a creature on the right top corner that looks like a dragon. Then , there are two children (?) trying to light a very long pipe in the middle of the ashtray. This is definitely a conversation starter. It has no marks on the back of the ashtray. It measures 5" high and 7" wide. This would be a fascinating and curious addition to any collection. Excellent condition.
