Old '40's PHOTO, Trenton, NJ Mayor and Capt J J Wright

This is a wonderful old photograph, on very heavy stock. I am guessing made during WWII but could be from the '50's. Measures 8 3/4" x 6 3/4". Signed by the Mayor of Trenton. The writing on the bottom is very hard to read. I have deciphered most of it as follows: "Presenting the key to the city of Trenton, New Jersey to Captain J. J. Wright on the arrival of its first American (?) S. S. M_______ to the new (?) port of Trenton." It is then signed __________, Mayor. I just cannot make out the mayor's name. I feel this picture could be of significant importance to someone....perhaps even the city of Trenton.
