Classic three dimensional hand painted rooster on a wall decor collectors plate made by Bella Casa by Ganz. This piece cobalt blue and white in a delft style. It measures 4.75 inches across and has its own hanger on the back. This piece is in excellent condition, no chips and no cracks. I have no idea of the age.
