Candle Lamp Figural Goose W/Chained Snuffer

Candle lamp w/chained snuffer in the form of what looks like a goose.
It is 4 1/2" high with a 5 3/4" base and made of nickel silver.
There are attachments on the head and wings that were to hold or hang an item, not sure what.
This lamp may have been used to heat wax letter seals.
It is marked Alpac on the bottom.
