Chinese? pair of forks marked I.C.* in a rectangle

Upturned fiddle, sharp fins, tipt on top. Length 7-1/2". Weight of pair is 3-3/4 troy ounces. The star in the mark is a five-pointed one. The script monogram on the backs of the handles is HLW on one and MCW on the other. Overall and mark condition are excellent. We were told that these forks came from China. Can anyone identify the mark?
