Pre-Ban Carved Ivory Japanese Man w/ Fan,OLD

Pre-Ban Carved Ivory/Bone Old Japan Man w/ Fan on Dark Wood Base I bought this from what I believe to be a trustworthy, older lady that claims it is ivory, it came from Japan, and that she has had it many years. It is at least bone if not ivory An old, beautiful and very detailed figure of what appears to be an older Japanese man holding a large feather or palm frond fan. He has a long flowing beard and the detailing is very clear and sharp. He is mounted to a base of very dark wood, possibly ebony. He stands about 4” tall to the top of his bald head. I can find no damage or wear on him or the base except for a natural stress crack or possibly two, down his back. See pics.
