I am not sure of the actual date, but there is a recipe for Lady Bird's Famous Lemon Cake, which gives somewhat of a timeline. I am not sure if this a tea ball/infuser - it looks like one, but the size is so large. Years ago, when I bought it, the person selling it said, she thought it was for steaming rice, however, I have never seen a rice steamer like this. It looks like aluminum and is stamped Italy. Tin potato/vegetable ricer. In the days before all the new gadgets of blenders and food processors, mother's would use this for preparing baby food. It is approximately 12 inches in length. I can't find any manufacturing information on the piece. As you can see in the photograph, it has rust on the surface. There are no dents and it moves well. A word of caution on this particular basket - it is not the stainless steel type, but rather the old metal which could be damaged by acidic fruits if stored in it long term.
