Aluminum Infuser

I am not sure if this a tea ball/infuser - it looks like one, but the size is so large. Years ago, when I bought it, the person selling it said, she thought it was for steaming rice, however, I have never seen a rice steamer like this. It looks like aluminum and is stamped Italy. I have photographed it by a 5.5 ounce cat food can for perspective. It hung in my kitchen for several years until we moved about 10 years ago and stayed packed until last week. It has a little superficial dinging and needs cleaning. The closure and hinges work well and are secure. The chain is undamaged. I need your zip code to calculate the postage.
