This item is a vintage jar opener. It is called a Jar Wrench. I believe it is made of light weight steel that is covered a in green rubber-type material in an olive green.
The jar opener is in good condition. There is a rough area on the inside of the top circle. Probably a little too much pressure used when opening a jar with a rough edge. There are also a few light dings in the rubber from use. From the color, I suspect this item is from the 1970's when olive green was popular.
