PRE 1940'S ALL BRASS FISH SCALE MADE IN GERMANY

Out of an old fishing box I retrieved this old all brass fish scale. Still in great working as well as cosmetic condition. What makes a collectible? Looking at something like this and the history behind it wondering how many, if any times it was used to weigh a fish. Lots of history & patina.
