Plastic hummel look alike figurine with scissors

Vintage solid molded plastic figurine made to look like a hummel figurine. No makers marks, as it probably is Hong Kong or Japan. Measures 4" tall. Green paint is worn. The little girl holds a comb and scissors. Looks like someone is going to get their hair cut!!
