This is a wonderful hand painted and artist signerd ceramic sugar shaker, muffineer or sugar caster made in the 1980s and signed D. Norman Staffs (Staffordshire) England with the pattern name Hilltop. The shaker is 5.5 inches high and features a stylized house or cottage and tree in red, orange and yellow on white with black outlines.
