I am old and have never seen one like it... but does not prove they haven't been around! To use the sifter, you vigorously shake it from side-to-side and the outside unit moves back and forth; the handle and inside "sifter" blade are together. marked "Two Cups Full, and One Cup" on one side, "Made in USA" on the other.
